PALMDALE – Should the Palmdale City Council approve fireworks booth permits this 4th of July season, so that safe and sane fireworks can be sold for fundraising purposes?
The council will mull this question at their next meeting on Wednesday (June 5). However, Lancaster Mayor R. Rex Parris is urging Palmdale council members to say no to fireworks this season; he says it is a risk that the community cannot afford to take.
In a letter addressed to Palmdale leaders that was forwarded to the media on Tuesday, Parris writes:
Dear Mayor Ledford and Council Members,
As in years past, you will have the opportunity to consider whether or not “Safe and Sane” fireworks should be permitted to be sold within Palmdale’s City limits at tomorrow evening’s Palmdale City Council meeting. On behalf of the City of Lancaster and in the interest of all citizens of the Antelope Valley, I am writing to implore you to consider putting fireworks sales on hiatus for the 2013 4th of July season.
With a record lack of rain in the past year, extreme weather conditions facing the Antelope Valley have led to circumstances that are ripe for disastrous fires affecting thousands of local residents. This fact is currently being demonstrated by the Powerhouse Fire, which has burned more than 32,000 acres, caused the emergency evacuation of thousands of people, and destroyed several homes. At 60% containment, the fire has required the assistance of over 2,100 firefighters from throughout the state, with costs of fighting the fire – not including damage done –already at over $3 million.
While we understand that fireworks provide a much-needed revenue source for both the City of Palmdale and local nonprofit organizations in these times of economic difficulty, this revenue is simply not worth the immense risk. We understand and appreciate that Palmdale engages in increased enforcement efforts to mitigate this risk; however, it would take just one accidental or irresponsible use of these products to spark another significant fire incident. To protect the best interests of both of our cities as well as the surrounding communities, this is a risk we simply cannot afford to take.

Palmdale city staff has recommended that the council approve fireworks booth permits for 44 non-profit organizations, according to a city staff report. The fiscal impact to the City’s General Fund will be $41,536 in revenue, and proceeds from fireworks sales will benefit charitable and non-profit organizations within the community, according to the staff report.

Fireworks are illegal in the city of Lancaster and unincorporated LA County so that wouldn’t work.
The City of Lancaster is not raising any fees on businesses on the BLVD.
The BLVD Association, the association of all of the businesses in the downtown district, is the only entity that could modify fees assessed to downtown business.

A. Adopt Resolution No. 13-14, a resolution of the City Council of the City of Lancaster accepting the petitions submitted by Downtown Lancaster property owners in support of establishing a Property-Based Improvement District (PBID) in the downtown area and declaring the intention to establish this PBID.
B. Set a Public Hearing for July 23, 2013 to consider formation of the District.
In an effort to satisfy the needs of its members and create a stable, sustainable funding source for the newly revitalized downtown area, The BLVD Association has partnered with the City of Lancaster to initiate the formation of a Property-Based Improvement District (PBID). PBIDs serve as a valuable tool to create sustainable, vibrant downtowns in cities throughout California, including Pasadena, Long Beach, and Sacramento. With the incredible growth catalyzed by the City’s revitalization project, The BLVD has now reached a stage in its evolution at which it must establish a stable funding source in order to ensure the ongoing success of the downtown and its businesses. The activities and programs of the proposed PBID will work to attract new patrons, generate increased revenue, strengthen property values, and help downtown businesses thrive.
The proposed PBID would replace the existing BID and would assess property owners via their property tax bills in place of charging business owners a fee. It would utilize the resulting funds in the following major categories: Clean and Safe: 30% (i.e. security, enhanced maintenance services, janitorial services); Marketing and Promotions: 50% (i.e. advertising, marketing, special events); Advocacy and Administration: 18% (i.e. staffing to implement PBID programs, tenant attraction and retention); and a contingency (2%). The proposed PBID would be governed by a Board of Directors representing the downtown business and property owners.

It’s a matter of semantics here… please read the resolution and you can see who is submitting the request to establish the PBID and who is accepting it.
Businesses submitted intent to City..
So if it’s eventually approved then the businesses will be assessing a fee on themselves.
If you read up on the California code for a PBID you will see that it’s very specific in what can and can’t be done by both the city and the PBID organization.
If you are truly interested in the facts and details of the PBID contact Makeda and ask her to investigate it. I’m sure she will interview the respective parties and write a great story about it.

The problem Adam is the PBID is influenced by the City of Lancaster and the same with the previous organization. Ever asked the question, Why is the City of Lancaster keep raising money for a BLVD project that has yet to produce a positive effect for its businesses on and off the BLVD? Also, why is the focus only for the BLVD? We have many areas in great need of support and attention like the Outlet Center at the other end of the BLVD project. What about the Light Industrial areas that have yet to be installed like the one at Lancaster Blvd and Division St. Spent a lot of money to water storage and nothing for the Industrial Site. The Cities greatest revenue comes from Industrial developments.

Maybe you don’t see (or flat out refuse to see) the whole picture. The economic impact of the BLVD has been positively felt by hundreds of businesses on and off the BLVD, questioning that fact is just being dishonest.
The PBID is an association of businesses that is VOTED on by the businesses.. If other areas want the same influence then they should also create a similar PBID..
You either don’t understand what a PBID is or you are just arguing for the point of arguing.
Here is the stupidest part of it all – some people are so blinded by their frustration over Lancaster, Rex, and The BLVD that they can’t even see when things are in their favor.
The city supports the PBID because they want to unload all of the costs associated with running the various events on the BLVD to the PBID. It will save the city hundreds of thousands of dollars if the PBID is created and that’s one of the reasons why they are supporting it.

I have been in areas that had fires, injuries and such from these “fundraisers”. Common sense says this isn’t the year or the place to be firing off any kind of fireworks.

As a resident of Palmdale for 26 years, I remember voting for the ballot measure. I do not buy the Safe and Sane fireworks (as prescribed by the law) for the same reason I do not buy lottery tickets (I need my money; I still pay taxes and need to pay my mortgage, water, electric, gas, trash, phone, and my credit card(s)), but I have on occasion. So why am I even replying to this article? I also have common sense to know and have advised my children as well, and I’ve lived in a house next to Angeles National Forest, that lighting a firework of any kind can be disastrous. I went through one fire and one flood in Sylmar (Lake View Terrace) and know the repercussions. If Palmdale were to ban Safe and Sane fireworks, how are you going to stop those that use the illegal fireworks (such as bottle rockets from Mexico) that shoot across the sky and land in an empty lot or in the hills? Unless there is a way to forensically separate the ingredients of Safe and Sane fireworks and those that are illegal (shot in the sky freely), the outcome is going to be illegal. Whether it’s shot in the sky or lit on the ground, the ingredients will be the same and the Fire Marshall will rule that the fire started with a substance, whether that may be a cigarette tossed out the window, an illegal firework shot from the sky, or lighting a “flower” Safe and Sane firework in the middle of the dry poppy field by a senseless individual. The fireworks that are costing money in loss is those from another country, not Safe and Sane. At least with Safe and Sane fireworks, there are at least AMERICANS that are not part of the unemployment line and that are supporting Palmdale’s school athletics and other non-profit agencies. It isn’t the fireworks that are to blame per se, it’s those that don’t use common sense. Just my two cents.

Last year we sat on a hill and watched the show and one would be hard pressed to pick one city over another as the bulk of the illegal fireworks. For about 2 hours the whole of the AV was lit up, not just Lancaster or Palmdale.
I will say that someone in east Palmdale had some serious aerial mortars that were as good as the AV Fair’s display.. When we were out there at my in-laws we could hear the ‘frump’ of a mortar leaving a cylinder a block over and as we went home toward QH that night we continued to see them light off the big stuff. There were multiple cop cars in that neighborhood.. I have to assume that guy got caught.. Or at least.. talked to and found to only be using ‘legal’ fireworks..

Boy, I am just tired of Mayor Parris and his GANG. We need to ask some questions and challenge some of the changes approved here in Lancaster. First off, How did R. Rex Parris really get his new building and how did the TAX values drop to meet the devalued appraisal and since when did the City of Lancaster have the power to force a foreclosure.
Why does our Mayor – R. Rex Parris have such close ties to the University of the Antelope Valley? Think about the all the properties the UAV now owns around Lancaster – A Hotel, a Middle School and a Hockey Center. All these properties I am sure value for well over a couple of million and the Middle School and the Hockey Center will cost almost the same amount just to make them usable for the reasons they GIVEN. And to boot, one of the owners sits as a Board Member to the City of Lancaster’s City Council.
Our Mayor R. Rex Parris and his team received funds from the State to rebuild Lancaster Blvd. and to build low income housing just behind Lancaster Blvd. The blvd is known as a high rent district for businesses and has tried to bring customers to the blvd with events that begin near or at the time most businesses are closing. Now there’s a change in venue coming and again it begins after most businesses are closed and will not benefit from. Plus all the businesses will now have to pay fee’s for this event and other along with the upkeep of the blvd and it’s security. The up keep and the security is already funded through funds it received at the outset of the blvd project and the City of Lancaster spent over $5000.00 per Bicycle (they purchased 4 of these bikes)for the Sheriffs Dept special blvd task force to maintain the security. Has anyone ever seen this special task force anywhere on or near the Lancaster Blvd? I haven’t.
The City of Lancaster works for you and I. Our Tax dollars are controlled by these misfits and we have the right for an audit and justification for the monies spent. Come to think about it, I wonder what the ratio of our collected tax dollars went to Attorney’s fee’s to fight battles of Mayor R. Rex Parris has begun? I also want to know what this City Council has really accomplished that has benefited our city today?
Our Mayor is wasting our time and money challenging officials from another city. It is time we grow up and become men, put our ideas together to build and create to best part of LA County and a real Valley that’s united building a better environment for it’s citizens.

Amazing. After the fires, fireworks should be banned. There are far too many people and not only in Palmdale, that area already setting off fireworks. Have any of you had a good look around at all the desert land that has a lot of fuel for a fire…not to mention all the trash being thrown with no one cleaning it up.
My main questions is: Why can’t the 2 mayor’s (Ledford and Parris) make peace? This would be a great lesson for all both young and old. I’ve called the police when someone was lighting fireworks, but lo and behold the police never showed up. An amendment to the laws regarding fireworks needs to be implemented in all desert cities; not just Palmdale or Lancaster.

Lots of people in the neighborhood between 27th W and 32th W, Lancaster Blvd and J, do fireworks over the 4th. The police never come when you call them, so why bother saying there is a fine, etc. If they are not legal, why not do something about it?

It’s not the Fire Marshall approved safe and sane fireworks causing the brush fires, it’s the illegal aerial fireworks mingled in that cause the fires. What people also don’t know is that it’s the off duty cops and firefighters with the confiscated fireworks putting on the best neighborhood displays.
The safe and sane fireworks sales are huge revenue sources for many fundraisers in the valley and it would be a shame to have many small groups miss out on the proceeds.

For once, I agree with Parris. There should be NO fireworks sold anywhere in the AV, regardless of county…including Rosamond. It’s too dry, and we don’t have the money to continually fight all these fires. I hope all towns and cities will use their sound and better judgment and hold off until the wet years return.

As a person who grew up in Palmdale, I have fond memories of fireworks during Independence Day and I love Palmdale for allowing it to continue. And like anything, you will always have your few idiots that cause a problem, but that doesn’t mean you should make fireworks unavailable and ban them. Lancaster has banned them and I’ve seen them used on the streets every single year since 1992 when I moved to Lancaster. Clearly the City is incapable of preventing them being used so the ban is moot. Why Mayor R Rex Parris feels the need to dictate what James C. Ledford and what the City of Palmdale does is beyond me. And honestly, this issue coupled with Parris’ issue with how Palmdale elects it’s City Counsel in the case of Juan Jauregui v. City of Palmdale just has me wondering if Parris has it out for Palmdale.

Ol’ Rex is so jealous of Mayor Ledford, he can’t sleep at night and lays there thinking up stuff like this and more lawsuits.
Mayor Ledford has done a very good job of providing fast growing Palmdale with the amenities it now has. When I moved here in 1990, Palmdale had very little for residents.
The good thing about Lancaster is you don’t have to shower first to go there. Not for the fairgrounds, the Walmarts or the BLVD and neither does anyone else. Parris knows that and can’t stand it.

stop the fireworks at the American heroes park when Mr Parris has his big celebration of America on the BLVD. There are homes and senior apartment buildings surrounding this park, the people do not need to be subjected to this loud intrusion into their privacy, last year was horrible. Our building shook,my dog was so scared she hid for hours, cat ran for cover I held my fingers in my ears, I live right across the street from the park, Stop it.

Ditto to that. I think Lancaster needs to worry about the roads we are driving on. Some of the roads on the westside are in a poor state. Lets compare them to the westside of Palmdale. Palmdale gets an A in my book, Lancaster gets a D. I am being generous with the D rating.

Don’t know if Rex is smart or on the brink of discovery. All around our glorious country the FBI is looking into and arresting politicians. I did not know that the Powerhouse fire was caused by safe and sane fireworks. When was a fire here in the Antelope Valley caused by safe and sane fireworks? I know fires have been caused by those illegal flying crackers.
