Why was Highland High School left out?
Tim Scott says
At a guess (and it is just a guess), since it is apparently being coordinated through the housing department it probably uses state or federal funding that was designated for “at need” areas. Generally speaking the per capita income in the area around Highland would make targeting of those funds on them a problem.
