LOS ANGELES – The reconstituted Board of Supervisors voted 4-0 Tuesday to explore strategies to protect county residents from any potential changes in federal immigration policy.
Supervisor Hilda Solis recommended the analysis, saying many of her constituents are worried about President-elect Donald Trump’s statements about illegal immigration.
“In the last two, three weeks people have been very disturbed, very distraught, in particular our most vulnerable, our children,” Solis told City News Service in an earlier interview. “Our young children who are thinking, `Mom, are you going to get deported because you’re not here legally and I was born here? What’s going to happen to me? What’s going to happen to us?”‘
Supervisor Sheila Kuehl, who co-authored the motion with Solis, said, “We all came here on different ships, but we’re on the same boat now” and told her colleagues she was prepared to tell Washington, not in my house, not in my county, not in my state.”
Supervisor Kathryn Barger abstained from the vote.
Solis said she and Kuehl wanted to defend changes made by the county in recent years.
I would hate to see us claw back some of the reforms that we made with law enforcement as a result of getting rid of 287g (an agreement that had sheriff’s deputies enforcing immigration law) and also providing more of a buffer between ICE agents and their ability to come into our jails,” Solis said.
The board directed a task force to evaluate all the ways in which county departments help immigrants and how funding for those programs could be affected by changes at the federal level.
It also asked the task force to look at setting up a permanent Office of Immigrant Affairs and explore the county’s authority to prevent federal immigration enforcement at courts, schools and hospitals.
Supervisor Janice Hahn said she was horrified by the idea that residents who shared personal information when enrolling in the Deferred Action for Childhood Arrivals program might be deported using that same data.
Hahn vowed to fight that possibility even “if we have to build a wall around Los Angeles County to protect them.”
Barger suggested that the board use its powerful voice to tell its legislative representatives and lobbyists in Washington that immigration reform is a priority for Los Angeles County.
“I find it … shameful that on the one hand the federal government would reimburse us for” for putting immigrants in jail, Barger said, “but will not reimburse us for basic health care” for those same residents.
Solis and Hahn expressed some skepticism about whether it would make a difference. Hahn, a former member of the U.S. House of Representatives, said she and others on the Hill had begged House Speaker Paul Ryan, R-Wisconsin, to put immigration reform to a vote.
Barger ultimately withdrew her amendment.
Solis stressed that all immigrant communities were at risk given what she called Trump’s incendiary language on the campaign trail.
“This is not just about protecting people who speak Spanish and look like Hilda Solis,” she told her colleagues, mentioning students from all over the world who may have overstayed their visas.
Nearly half of the county’s 3 million immigrant residents are citizens, Solis said. The balance includes legal permanent residents, refugees granted asylum, immigrants granted temporary relief under DACA and undocumented immigrants.
Trump has threatened to rollback DACA, which gives children brought to the United States before the age of 16 the ability to apply for work permits and live without the threat of deportation. The Center for American Progress estimated that deporting DACA workers could create a $433.4 billion loss in national gross domestic product over a decade.
Solis said she hoped Trump would be persuaded by economic arguments, saying mass deportation “would affect our ports, our economy, our growing economy,” and adding that immigrants are working to build many of the downtown towers under construction.
President Barack Obama took executive action to expand DACA and implement a similar program for parents, called Deferred Action for Parents of Americans and Lawful Permanent Residents. Those moves have been blocked by lawsuits that went as far as the U.S. Supreme Court, where a 4-4 vote in June sent the matter back to the lower court. Trump has promised to terminate both programs.
The president-elect once threatened widespread deportation but later seemed to soften his tone, saying in a “60 Minutes” interview that he would focus on roughly 2 to 3 million illegal immigrants in the United States with criminal records.
Obama has deported an estimated 2.5 million illegal immigrants since 2009, more than half of whom were convicted criminals, according to Immigration and Customs Enforcement data.

Children who immigrate to the United States with their families are likely to outperform kids with a similar background who were born here. And when they grow up, their own children are also likely to do better than their peers.
But by the third generation, that advantage will be gone.
That’s the principal finding in a large study from Johns Hopkins University that tracked nearly 11,000 young immigrants all the way to adulthood.
That may fit a pattern some Americans see of so many kids from Asia who excel in everything from music to science as they embrace a new culture. But it holds for all immigrants, including those from Mexico who often arrive here in a desperate flight from poverty.
It doesn’t mean that a poor kid who arrives here as a preteen will do better than an American kid from a wealthy family that values education, of course. But compared to an American youth with a similar background, the immigrant will have certain advantages.
“They have higher expectations, they make a higher effort, and they have better cultural tools,” sociologist Lingxin Hao, lead author of the study, said in a telephone interview. “Their culture is not just American.”
They have the experience of living their first years in a very different culture, “so they have cultural diversity and they are able to take the best part of both and use it while in school,” she added. That will continue to help them transition into adulthood.
The study indicates the immigrants are more likely to succeed because they arrived here with high expectations, their parents expect them to work harder, and it’s likely they will have a stronger relationship than their American peers with their teachers.
In most other countries, particularly Asia, “teachers are somebody,” Hao said. “They educate you, so you have to respect them.”
Teachers respond to kids who work harder, and show respect, and that contributes to a stronger bond between the teacher and the student. In the end, that student is likely to do better.
Hao, who came to America from China in 1985 to earn her doctorate at the University of Chicago, and sociologist Han S. Woo tracked 10,795 children who arrived in this country with their parents. They began following them from the age of 13 to 17 up to the age of 25 to 32 to see how well they made the transition from childhood to adult. The data was part of the university’s National Longitudinal Study of Adolescent Health and the Adolescent Health and Academic Achievement study.
The researchers found that the best students, based on grades and course difficulty, were born in other countries and came to the United States in their early teens. They also were more successful in early adulthood, based on academic degrees and employment status.
But the immigrants only slightly eclipsed children of immigrants who were born in this country. The authors say this may have been because, even though they had no firsthand knowledge of their homeland’s culture, they received its “cultural tools” from their parents.
Those findings held true for both Hispanics and Asian children, compared to American kids with a similar background.
Hao offered one theoretical explanation for why immigrant children do so much better than their peers:
“It’s about family,” she said. “The parents have an optimistic view of bringing up their children in the United States. One important motivation for immigrants is to improve their children’s lives. The United States is the land of opportunity. If we work hard, we will get it.”
New immigrants tend to settle in communities that have many other residents from the same part of the world, thus buttressing the “cultural tools” that might otherwise diminish over time.
“If you go to Chinatown you see bankers there, but you also see people washing dishes. There’s many different people there. So even if your parents aren’t highly educated, you have other role models in your community,” Hao said.
That further supports the idea that success comes to those who work the hardest, the study notes.
But why does it end with the third generation? Hao speculates that the cultural tools from the old country will have been lost by then.
The new kids “didn’t have to make sacrifices to come here,” she said. “They don’t have high motivation to change their family’s position in society.” In other words, they can get along while doing less.
There’s one surprise in the study. Hao had hypothesized that some of the children would suffer from depression because of the intense pressure to succeed, but the findings do not support that. Even if they don’t measure up to their parent’s expectations, she speculated, they are doing better than their peers, so they probably feel pretty good about themselves.
Of course, none of this means every kid who arrives here from somewhere else is going to outperform every kid in the neighborhood.
“Not all of them, but more of them,” will likely succeed, she said.

There is no federal law saying “counties must use their law enforcement resources as directed by federal agencies.” There is no federal law saying “counties must allow federal agencies unlimited access to their facilities.” In fact there IS a federal law prohibiting any agencies OTHER than federal agencies from being involved in immigration law or its enforcement.
In other words, if you are going to blab about “follow federal laws” you should take a look at what they actually say.

Congress should make new laws. What makes them think they can decide to follow the laws they want to follow and the ones they dont want to follow? You cant have people just making stuff up ad they go. WE HAVE LAWS FOR A REASON

The laws are written in the current style to limit the Federal Government to protecting Federal sovereignty without encroaching on States right to govern. In other words, small government.
The Federal agencies enforce the laws for immigration while city police forces/county sheriffs enforce the laws of municipalities.
It all is really simple to understand.

Why would I thank someone for cut and pasting in a totally chopped up fashion from laws I am fully familiar with and can find easily in full text?
Meanwhile, the key words are “assists,” “encourages,” and “should reasonably know.”
You’ll notice that specific forms of assistance are spelled out directly. If someone trips and falls and you help them up that could be loosely described as “assisting them,” but isn’t illegal. The assistance that is prohibited is specified, because NO, we do not have any vague law saying “no assistance allowed.” The county is not offering rides, shelter, or employment assistance, so is not committing any crime.
Similarly, you’ll notice that the encouragement clause specifies “by” an assortment of employment related functions. Can’t hire them, can’t refer them to someone who will, stuff like that. It does not mean that a reading teacher that says “you’re doing great, Jose” is a criminal.
Then there is the “should reasonably know” phrase. That is SPECIFICALLY what the whole ‘sanctuary city’ controversy is about. If there is no particular reason to ask someone their immigration status, and you don’t ask, there is no expectation that you “should reasonably know.” So in the so called “sanctuary cities” various agencies that have no reason to ask are directed NOT to ask.
Law enforcement responding to a rape, robbery, or other crime have no need to know the immigration status of the victim. By specifically directing that they will not ask for this irrelevant information they get better cooperation in the form of crimes being reported. There are similar benefits all down the line, so letting the feds do their own job is a positive for the county…and isn’t a crime.

He and others have failed to remember history and recall that we have had a President that did go through an actual round-up process of several million illegal invaders. It was during a time quite similar to what we are experiencing right now; Unemployment at an all time high and the economy still struggling.
The reason Demoncrats are pitching such a fit is not because of ” . . .the families and children.” It’s because they see their voter base being reduced. Law without orders is…law. That question reveals a complete misunderstanding of what the expression “law and order” means.
That said, enforcement of immigration law is the responsibility of federal law enforcement agencies, not the county or even the state. Aspen Colorado has a law against firing catapults at buildings, but it isn’t up to the LA County Sheriff to enforce that one either.

That’s actually what you are suggesting. Assuming that it was you who suggested the feds should “lock up” the supervisors even though they haven’t committed any crime.
As Laughing pointed out, it really is simple to understand.
There is no law that says county enforcement agencies are responsible for enforcing anything other than COUNTY laws. In fact there are numerous places where federal law specifically prohibits anyone OTHER than federal agencies from enforcing them, and in the case of immigration there is a federal law that actually PROHIBITS counties from passing laws on the subject for their agencies to enforce.
