Council member calls on Palmdale mayor to take leave of absence

PALMDALE – A Palmdale City Council member called on Mayor Jim Ledford Friday to take a voluntary leave of absence pending the completion of an investigation being conducted by the Los Angeles County District Attorney’s Office.

The nature of the investigation remains a mystery, but the District Attorney’s Office served a series of search warrants on Wednesday, including searches of Ledford’s City Hall office and his home.

“While we still don’t know a lot and we want to ensure an open and fair process for anyone under investigation, as public officials we hold ourselves to a higher standard,” Palmdale City Councilman Austin Bishop said. “With that in mind, I will be asking my colleagues on the council to consider several modest steps to protect our residents and demonstrate that we are all committed to the highest ethical standards, and that no one is above the law.”

Among those steps is one asking Ledford to voluntarily take a leave of absence until the investigation is completed.

Ledford could not be reached for comment.

Bishop also said that since the investigation appears to center on Ledford’s relationship with city contractors, the city should consider suspending contracts with companies involved in the probe.

He also suggested the city hire an outside attorney “to ensure full cooperation with law enforcement.”

Lancaster Mayor Rex Parris, an attorney who represented a Palmdale man who sued the city over council districting in 2013, said earlier this week the investigation might be tied to comments Ledford made during a deposition in the case.

Parris told CBS2 that during the deposition, Ledford testified he was being paid $60,000 a year in a consulting job, but he didn’t have any evidence of actually doing any work.

“That is a gift,” Parris told the station.

The Los Angeles Times reported that, according to the deposition, the head of the consulting firm for which Ledford worked, Susan Miller, was also executive director of the Aero Institute, which leased a rent-free building from Palmdale at the same time Ledford was working there. A complaint about Ledford’s relationship with Aero Institute was filed in 2013 with the Fair Political Practices Commission, The Times reported. [View the complaint here.]

Ledford, 63, was elected to his 13th two-year term as Palmdale’s mayor last November. The city does not have term limits.

  2. If this guy is such a crook; then why is Palmdale thriving and the city in which I unfortunately reside in such a cesspool? The roads, sidewalks, shopping, vacant commercial buildings. The list goes on. Apparently Rex wants to destroy Palmdale as well. Oh but there is a “eye in the sky” which is completely useless. Maybe someone should raid, audit, investigate the city of Lancaster. I would bet they’d find it a lot more interesting.

    • Crooked mess, eh? What charges have been made? Did Ledford sign a contract to spend $10 million dollars on a spy plane owned by his political contributor? Did he purchase a building illegally on redevelopment property? Which property of a Ledford contributor was given $8 million dollars by the city to install a culvert?

    • Lancaster planning commissioner Randy Hall is ‘praying’ for Ledford and is ‘concerned’ about him. Another example of Rex’s ‘christian city’. Nothing but hypocrisy, deception, and examples of wolves in sheep’s clothing. There are Christians and people of other faiths truly praying for him. Thank you Randy, but Palmdale doesn’t need you or your insincere prayers.

      • Is Hall the one who sold the residential property in Quartz Hill to Walmart, made a ton of money, then voted to change it to commercial when he was on Lancaster’s planning commission?

        • No. That was James Vose. He sold it as residential and then as a planning commissioner voted to flip it to commercial. How conveeeeeeeeeeeeenient.

          The Lancaster planning commission is quite a collection of characters. There’s DUI Drew Mercy, local AVRA political hack. Sandy Smith, Rex’s former campaign manager. Randy Hall, another AVRA devotee. ‘Dr’. Miguel Coronado, who tipped Rex off about a bus accident and received a nice contribution from Mrs. Rex. Diane Cook, wife of Richard Cook who works for Wilk.

          Vice Mayor Marv Crist’s son Ryan stepped down from the commission and was replaced.

          Much like the Lancaster city council, this is a group of Rex yes men and women most, if not all, live in west Lancaster.

          There’s nothing like keeping it in the family. Don’t you just love Lancaster?

    Ledford’s “cronyism” gets Palmdale an educational center that is the envy of all of Southern California and provides job training for our youth in support of our largest employer.

    Parris gets Lancaster a ten million dollar spyplane that no one else anywhere will pay for so his friend is paid back for his support.

    Winner: Palmdale, hands down, again.

    • Our neighbor to the north is called ‘Palmdale-adjacent’ for being such an also-ran little burg.

      Naturally, a big fish is running that little dried up pond. Where else could a ‘wrecks’ be a big shot. Not in Los Angeles where he’s a joke. Can you imagine wrecks representing the Antelope Valley in Sacramento in any position?

      Nah, being a hot shot lawyer running a city where the residents aren’t paying attention is such a perfect example of the ‘Peter Principle’. He was elevated to an office for which is unqualified and can’t go any further up the ladder. He was trained as an attorney to fight adversaries in court using every trick allowed and that is how he governs a city…….totally inappropriate just as trump’s business model makes him unfit for the presidency.

      That also fits the right’s trumpster even more so. It seems that the country has a higher and higher tolerance for failure so bad that it demands removal from office. At this point, I doubt that even shooting a hundred people on 5th Avenue would cost trump any support. And, what would it take for rex to lose support from that tax-exempt enterprise he indulges?

      Why is it when a Palmdale resident pleads with the mayor of Palmdale office on her 6 year old being hurt while at school by a teacher & then mentions being given a run around after first denied access to child’s records….!!!!!?

  5. Everyone blaming R. Rex needs to consider Rex can’t fabricate evidence. He also can’t make Ledford do things that are illegal. He can however bring it to light and for that I commend him regardless of his reasons. The DA will find the truth from here.

    This is not about Rex. It’s solely about how the city of Palmdale Mayor runs his office.

    And yes Ledford is a nice guy. This has nothing to do with that.

    • Anyone who says Wrecks Parris can’t fabricate evidence underestimates him by a substantial margin. He’s also demonstrably capable of getting his pet DA to convict someone without any evidence at all, fabricated or not.

      • But Rex CAN be the one who presented the “evidence” used for the search warrants, “evidence” obtained at the dispossession for a lawsuit brought by Rex against Ledford 4 years ago, to form a voting protocol on Ledford’s city Rex actively stopped in his own in 2008, presented to DA Frankland, who Rex gave a “key to the city” 2 weeks ago, for a complaint filed by Rex’s and AVRA’s good little boot licker Drew “DUI” Mercy!

        How could any one think Rex would possibly be involved in a never ending campaign of legal harassment against his sworn enemy? Robert, you need a map?

    • Rex already did fabricate evidence. He claimed Ledford said he did nothing for $60,000. Read the deposition. Ledford never said that. Rex said it. That is Rex fabricating evidence. Just like he did on Raymond Lee Jennings, Randy Floyd, and Esmeralda Jorge.

      Yes the DA will find the truth. Both about Ledford and, finally, Rex.

      • Actually, it was for $180,000 because it was 3 years at $60,000 a year.
        Ledfords own words were that during that time he did one 20 page report…some handwritten notes and was too sick to work. That’s it. In three years that’s all he could produce under oath and knowing he was going to be asked?

        Also, he was too sick to work the side job getting $60k a year but he was able go to mayor stuff…? That’s a “dog ate my timecard” answer right there.

        Based on the link the AV times provided, Rex simply used ledfords own statements in articles to the AV press for the complaint, and ledfords own statements are what triggered the district attorney investigation.

        Anybody heard from Ledford yet? I mean, surely an innocent guy can get out there and make a statement. Considering his own statements have started this mess, maybe he has a good attorney advising him to keep his mouth shut.

        • Again, Foolco, Parris claimed he did nothing. Not Ledford. Parris has also claimed that bird sounds lowered crime in Lancaster. Parris also claimed that an African American veteran was a ‘gang candidate’. Parris also called the BLVD ‘better than Disneyland’. Parris stated that minority children on Lancaster soccer fields would be killed by a natural gas power plant. Parris predicted that Bangladesh would be destroyed by a cyclone in his lifetime. Parris said that 67 homeless people a day were being sent to Lancaster on Metrolink trains.

          Parris is a strange bird.

          Let the DA sort this out, not Parris, Mercy, Bishop, Hofbauer, Crist, et al.

    • Untrue. Mayor Parris knows exactly how to fabricate evidence. I have personally seen him disregard the Brown Act on numerous occasions, lie etc. He does what he wants for the results to be in his favor. He is behind this, he wants Palmdale.

      Ledford’s guilt or innocence is secondary to the fact that Ledford will do anything to win. The bottom line, a person is considered innocent until proven guilty. The City of Palmdale has benefitted from his leadership so I see not reason to require him to step down at this time.

  6. Little Austin Bishop making his big power play under the wing of Lancaster’s City Council. His choice of venue for his “announcement” says it all. This guy is not a leader, he’s the worst kind of opportunist. He’s throwing his colleague under the bus without waiting for any facts this investigation will bring to light. Wait until Hofbauer figures out that this guy is not his buddy — he’s next on the list, after all he sat on the council when the contracts in question were approved.

    • COP officials are not getting out of this Scott free. Some were absolutely there when corrupt contracts were approved.

      There’s plenty of corruption within the city, and it doesn’t all envolved Mr. Ledford.

      They telecomm/ low voltage relationship over the last few years should be looked at closely.

    • It’s not illegal to be recruited by Marvin Crist, nor is it illegal to receive money from the Lancaster Political Machine. That is just information that voters in Palmdale should know.

      What would be illegal is if his company is still doing work for AVTA, where he sits on the board.

      Palmdale voters should also know that he And Hofbauer and the rest of the AVTA board supported the new gas tax via a support letter.

  8. He shouldn’t be paid because he’s too sick to work ?? That’s what paid sick leave time is for. How come public servant DUI Drew is using public time to do political work ? Doesn’t he work for state agency Board of Equlization? DUI is doing political AVRA work on public time. I heard BOE was nailed by audit claiming its staff is doing “outreach” for board members that have nothing to do with public work. And we are all paying DUI Drew’s salary while he’s doing work for Rex, AVRA and Lancaster Planning Commission. Where’s FPPC and DA ??

Rex’s illegally purchased building, no bid contract for LEAPS, gift of public funds to Visco and Gilley for their culvert on their 10th St. West/L property, the Quartz Hill Walmart land fiasco, Ecolution, character assassinations, conflict of interest with appointed deputy mayor positions. What a city. What a city.

        • Doesn’t anyone else find it odd that the Lancaster mayor and a Lancaster planning commissioner are leading the charge on a DA’s investigation? While another Lancaster planning commission defends the mayor all over the various unreliable blogs?

          I guess when you have nothing going on in your city you have a lot of free time to freelance as DA staff. No new businesses, no new development, no new restaurants, no future (except for solar and pot farms.)

          If that was my future, I’d be trying for a change in leadership in Palmdale to get their money. There are pawns willing to help it appears.

  9. Keep in mind Ledford also took money from the IBEW local 45.

    The IBEW donated money to Ledford’s campaign so he would push for City of Palmdale to use union only electrical contractors. Ledford left the IBEW off the list of campaign donations, and that’s not as corrupt as it gets. I guess if you’re a union worker you approve of this type of corruption.

  11. R.Rex Parris has long wanted to completely control the Antelope Valley, his proxies do his bidding with plugging in the Council Members as he sees fit. I wholeheartedly support our Mayor Jim Ledford and would really wish Mr. Parris would just concentrate on the his city alone.

  12. It’s odd most comments are about R.Rex. Ledford got into this mess on his own. I suspect greed got the best of him. Before it’s over regardless of what COP is saying now, they will end up being involved.

    Taking money from the IBEW local 45 was clearly illegal and he should have went up on charges for that back then.

    If he’s innocent he would have made his appointments and publicly proclaimed his innocence. And he should be telling COP there’s no way in hell he’s stepping down. But I think he is guilty as claimed.

    Parris said as Lancaster mayor, he was frustrated by Ledford’s resistance to having Palmdale enter into a joint tax sharing arrangement. Parris contends that would have saved both cities money by not having to offer incentives to woo businesses deciding where in the Antelope Valley to locate.
    “So that’s why I was personally offended by it. Because it had such a detrimental impact on both cities,” said Parris.

    This is a political witch hunt that is aimed at taking Ledford out and sending Palmdale ‘s money to Lancaster. People of Palmdale, WAKE UP!!!!!

    I’m curious if anyone is aware if the mayor is even qualified to perform such a task. That could be why is struggled to explain.

  21. I don’t know what Jim Ledford may or may not have done, or what he’s being investigated for. Having said that, I do know that Rex is a scumbag. So glad I moved away from that city.

    • Why don’t you morons take a few minutes to research some of the reported allegations against this small time politician who was instrumental into the destruction of the quality of life in the A.V..

      At one time A.V. had relatively no crime, but with the welfare state housing programs that brought the criminal culture to the A.V., crime has sky rocketed . Why is it Santa Clarita, who has grown at the same rate, has.very little crime? That is because their city leaders did not invite the ghetto dwellers into their community. The facts are the facts and Medford has his fingerprints all over the decline of this rathole. Fortunately for myself and my family, we moved to rural community where there is no crime. In 1988 we bought a brand new house in palmdale, our second new house purchased since first purchase in 1984. By 1996 there were EIGHT shootings in our neighborhood and untold assaults. Our cars were stolen three times; this crime all started when the city of Palmdale willingly participated in a program to move troubled youth and section EIGHT families to the A.V.

      • The Aerospace Academy has been, and continues to be, of tremendous benefit to Palmdale. Whether that was in an otherwise unused city building or in the new building they are constructing is not really the issue…except to jerks from Lancaster and Santa Clarita who are only interested in tearing down Palmdale to make their own scum pits look better.

        Why don’t you keep your distance from Palmdale business Foolco? Your wife deserves more of your attention.

          How did Rex orchestrate such a fine academy paying Ledford and then make the city of Palmdale give that building to them rent free?

          • Let me give you some more information, simple Tim. Ledford has always run any potential conflicts of interest for others by the city attorney Matt Ditzhazy ad nauseam (that means a lot, Tim) like he’s supposed to.

            Allegedly, neither the city attorney, nor council members knew he was getting any payment from Aero but all knew he was instrumental in pushing their free rent.

            I’m betting Jim takes that leave and eventually resigns in order to “focus on clearing my name”…will “look forward to the truth coming out” and “fight vigorously for the city of Palmdale”.

            As a fellow townhome dweller like the mayor, I doubt there’s any scenario where Tim could see anything the mayor did wrong.

      • Would you like to show us where Ledford said he did nothing under oath? I know Rex said he did nothing. Rex says a lot of things. Things like bird sounds lower crime on the BLVD. The BLVD is better than Disneyland. Raymond Lee Jennings killed Michelle O’Keefe. Kids would die on Lancaster’s soccer fields if a power plant was built. His wife didn’t know she had a gun in her purse when she boarded a plane. Lancaster is better than ever. Bangladesh would be destroyed by a cyclone in his lifetime.

        • The article states..rather clearly…that the Los Angeles Times has reported that the head of aero admittedly paid the mayor $60k a year. It doesn’t matter what the mayor did for that money.
          When you take money as a public employee from an entity and then the city in return gives the entity something for free, at best that is clearly a conflict of interest. At its worst, that is a bribe. What doesn’t look good is if the mayor did not disclose the income to the city.

      • That building that Aero Institute is in used to be County courthouse before they moved to new 10th and M courthouse. Palmdale provided that building rent free to the County because it benefitted everybody. It has nothing to do with doing special favors. Having top notch NASA institute like AERO benefits Palmdale.

        • Exactly.It’s when Los Angeles County paid $1 to buy the office building containing Assessor, Mental Health and Department of Children and Family Services offices in Lancaster. That benefits everyone.

          Before that, the County paid $18,816.50 per month rent since 1991 to the building’s owner, Frank Visco. In this case, Visco made himself a cool $5,644,950 off the taxpayers. Just like he’s making $10 million off the taxpayers as part owner of LEAPS, a no bid contract with the city of Lancaster.

          Add that up with Parris’ illegal purchase of the McMahon building (it was in a redevelopment area and he was on the redevelopment board), the sale and land use change of the Quartz Hill Walmart (sold by a Planning Commissioner as residential who later voted to change it to commercial), and the $8 million the city of Lancaster spent for the culvert to improve the property near 10th West and L owned by Visco and former city manager Jim Gilley, and you have got yourself some serious money being thrown around.

          More importantly, you have got yourself a serious story.

        • It appears to have benefited everybody…but Ledford is the only one to have benefited by $60k a year for it.

          • Foolco, can you provide some proof that the Aero Institute paid Ledford $60,000 a year? The DA would love that information. Since they haven’t made that accusation as of yet, you must be smarter than them. Why don’t you join DUI Drew, Rex, Marv, Steve, Austin and the rest of the lynch mob and help out the DA’s office.

          • Thank you Foolco for proving my point. Ledford never said he did nothing. Parris did. I think Parris has done nothing for we the people of Lancaster. He has done a lot for himself and his cronies though. He’s good at lining his pockets and theirs.

            The DA is being bamboozled by Rex again like they were with Raymond Lee Jennings, Randy Floyd, and Esmerelda Jorge. Maybe this time they will realize it is Rex they should be investigating. Now THAT will be fun.

          • Typically of DUI Drew and AVRA elitist to say sick person should not get paid time off to recover from heart attack, or get health care benefits. As a working class citizen, I am appalled. I guess only state employees like DD are entitled to get paid sick time to recover from alcoholism.

        There are a few stupid citizens in Palmdale. Most of them congregate with stupid citizens from Lancaster over at Antelope Valley Voice. When they’re not burning crosses, telling lies, or getting their facts twisted with falsehoods, they’re showing racist memes and proving how dumb they really are.
