LANCASTER – A 35-year-old Lancaster woman was struck and killed by a car Saturday afternoon near Lancaster, and the vehicle’s driver was arrested on suspicion of driving under the influence, authorities said.
The crash killed Nichol Irene Beloff, and the driver, 50-year-old C. Brookbank Jr. of Lancaster, was later determined to be under the influence of alcohol and was arrested, according to a California Highway Patrol report and coroner’s Assistant Chief Ed Winter.
The fatal collision was reported around 4:50 p.m. Saturday, Sept. 16, at Avenue J and 115th Street East, according to the CHP report.
Beloff was hit after she got out of a vehicle stopped on the shoulder and tried to cross the street, according to the CHP report.
The vehicle’s driver, 65-year-old Nabil H. Haddad of Lancaster, “stopped his vehicle on the north shoulder of Avenue J and allowed [Beloff] to exit the vehicle and cross Avenue J to the south shoulder,” the CHP report states. At the time, Brookbank was driving a 1998 Honda Accord westbound on Avenue J.
“Mr. Haddad exited his vehicle and began to proceed southbound across Avenue J in an attempt to follow [Beloff]. Mr. Brookbank noticed Mr. Haddad in the roadway and took evasive action to the left in an attempt to avoid Mr. Haddad. As a result, the vehicle traveled into the eastbound lane where it struck [Beloff], resulting in fatal injuries. Mr. Brookbank’s vehicle continued into the desert and overturned,” the CHP report states.
Brookbank was injured in the collision and was transported to Antelope Valley Hospital, where he remained for observation, according to the CHP report.
“Mr. Brookbank was later determined to be under the influence of alcohol and was arrested for 23152(a) V.C.,” the CHP report states.
A SigAlert was issued at 5:25 p.m. Sept. 16, shutting down the intersection for the investigation.
It was reopened about 8:15 p.m.

My opinion it silent necessarily be the one drivers fault the he hit her but the person who was driving the car that forced the other driver to go around where he was unable to see her.

May the love of Family, friends and above all our Almighty Heavenly Father give the Beloof family comfort and strength. And peace as in the promise in Revelation 21:4 And he will wipe out every tear from their eyes, and death will be no more, neither will mourning nor outcry nor pain be anymore. The former things have passed away.”

I drive ave J everyday and over the years it has become more dangerous. People take all kinds of chances and speed. It is no wonder more people don’t die.
