PALMDALE – Animal care and control field officers will be enforcing pet licensing and spay/neuter laws in the unincorporated areas of Lancaster and Palmdale next week, authorities announced.
The enforcement teams will fan out in unincorporated Lancaster (zip code 93536) and Palmdale (zip codes 93551, 93550 and 93552) starting Wednesday, Oct. 4, according to a news release from the Los Angeles County Department of Animal Care and Control (DACC).
“Field enforcement efforts are designed to ensure that residents’ dogs and cats are in compliance with mandatory licensing requirements, spay/neuter, and microchipping,” the news release states.
Dog and cat owners in unincorporated areas of Los Angeles County, including Quartz Hill, Littlerock and Lake Los Angeles, are required to license and microchip their pets. Dogs and cats must also be spayed or neutered, with some exemptions for competition, breeding and service dogs and pets with health problems.
State law also requires that all dogs at least 4 months old be vaccinated against rabies. The county requires the same vaccination for cats.
“Residents not in compliance will be subject to license fees, delinquency charges, and a $40 field enforcement fee (to offset the cost of the Department’s field services),” the news release states.
The Department of Animal Care and Control offers low-cost vaccination and microchips and financial assistance for spay and neuter surgeries.

They look for dogs they can see from the street, then they use their tablet/smart phone to access the database and see if there is a license issued to that address. If you have moved since you licensed your dogs be prepared to produce the paperwork.

“Unincorporated areas of the city” is a contradiction, and technically meaningless. But I’m guessing since they mention zip codes that they mean places that are not in the city limits but still have a Lancaster or Palmdale address through the post office.
I’m sure that if you sent mail somewhere like Desert View Highlands, which is county but completely surrounded by Palmdale, all of the addresses would say Palmdale. Probably half the residents don’t even know that they don’t actually live in Palmdale.

There have been a couple times, at least, where annexing Desert View Highlands into the city was discussed. Bringing the infrastructure up to the standards of the city would be a big expense, so the city has never been really strong in favor. I don’t know if the residents have been strongly in favor either.

I was mauled by a Collie, when I was a child. The dog got the owner’s son, then me and then the owner,s son. The grandfather put the dog down after that. I wish he had put it down after it bit the owner’s son the first time. Then I would not have been mauled. Sad that some dogs no matter how they are treated turn into CUJO. Any dog can be vicious owners dictate an animals behavior my pit bull is well behaved with people and other dogs. I have raised my animal properly. Any aggressive pit bull is that way due to the way it was raised.

It’s not a five minute job to issue a citation, so they aren’t going to be issuing them every 5 minutes. The other part is they can’t do it solo anymore, because sometimes going to shoot them for getting in their business. Just going to make up some numbers here: suppose they get 20 an hour, and they’ve got to have at least a second officer on hand when they knock, plus deputies in the area, and it takes at least half an hour to do one citation, but there other half of an hour they are just checking off compliant for the compliant pets. The 40 fee isn’t going to come close to paying for the operation.

The animal control agent showed up at my place all by his lonesome. We had a nice conversation and I got my ticket for not having tags for the cats. Took about 20 minutes overall as he looked at my vet records for the cats, verified the dog had passed away and had me sign.
