LANCASTER– A Los Angeles County Superior Court has granted the City of Lancaster’s complaint in quo warranto against Michael Rives with regard to his dual positions as board member for both the Antelope Valley Community College District as well as for the Antelope Valley Healthcare District, Lancaster city officials announced Friday.
A quo warranto is used to challenge a person’s right to hold a public or corporate office, requiring them to demonstrate their eligibility to hold multiple, competing elected roles. The quo warranto process examines whether a public official is serving in two incompatible offices. It does not examine or determine a person’s performance in their role.
In the November 2020 elections, Rives was elected to the Board of Trustees of the Antelope Valley Community College District, as well as the Board of Directors for the Healthcare District. Immediately following this election, Lancaster Mayor R. Rex Parris and City Councilmembers expressed their concerns over an official holding both offices simultaneously. They directed the City Attorney to pursue the quo warranto action against Mr. Rives by seeking leave from the California Attorney General to file the action. The Attorney General agreed with the City’s concerns and authorized the City to file suit on July 15, 2021.
“We expected Mr. Rives to do the right thing, but he refused. We couldn’t stand by and let this injustice slide,” Parris said. “We needed to ensure that these entities could operate comfortably knowing that their individual boards had the best interest of the community and the organization at the forefront of any decision making.”
The Healthcare District and the College District provide services in the same geographic area, and the two districts enter into contracts for mutual programs. Lancaster city officials believe that with Rives in dual positions of power, both entities have been hindered in making progress between the two districts.
The Court determined that Rives’ simultaneously holding the offices of Board Member for both the AV Community College District as well as for the Healthcare District violated the Government Code and, therefore, he has forfeited his seat on the Healthcare District board, Lancaster city officials said in a news release.

I am rather ambivalent regarding Mr. Rives, having met him and seen many of his statements made without causing me to actually ‘feel’ anything regarding him, and the two positions do not immediately seem conflicting on the outset.
If it was such a glaring problem, why didn’t Parris make a thing of it BEFORE the election? ‘Cause it really wasn’t, of course! Seems to me that Parris and his cronies seem to hold quite a few ‘competing positions,’ themselves. As always, it’s really about Parris trying to control everything.
Don’t go gently, Mr. Rives. Make ’em pay for every inch they may win and research, research, research to keep ’em from winning. Parris is a crappy attorney, himself, and lazy, too boot. My dog could outmaneuver him legally!

The Judge in the case set May 24 for a final discussion on this lawsuit by Parris. At which time, he was to issue a judgement. Prior to this, he has issued rulings. Until he issues a judgment, I am a member of the Hospital Board. I have not forfeited anything. By the way, this has nothing to do with my being on two boards. I oppose the plans of Lancaster and the AVHD to put the community in debt for hundreds of millions of dollars and give the rich and powerful tax- free interest money forever.
