City of Lancaster Mayor R. Rex Parris (R) and the City Council have declared a state of emergency against Los Angeles Mayor Karen Bass’ plan for a mass movement of homeless individuals to the Antelope Valley.
This controversial plan has sparked widespread outrage and concern, and Lancaster is taking immediate action.
“I strongly oppose Mayor Bass’ plan to move the LA homeless population to a village in the Antelope Valley. This kind of inhumane and degrading treatment of individuals who are already struggling is unacceptable and must be stopped. How can you claim that your city is a sanctuary city while sending your own citizens away,” said Mayor Parris. “Instead of isolating and ostracizing people who are homeless, we should be providing them with the support and resources they need to get back on their feet. We must reject this cruel and misguided approach and work towards a more compassionate and effective solution to homelessness.”
“In Mayor Bass’ recent speech about her plan to curb the LA homeless problem, what she failed to mention is a relocation strategy, which wouldn’t adequately solve the issue and one that we stand firmly against,” said Mayor Parris.
In an LA Times article, Bass said, “There’s a big chunk of land in Palmdale and maybe we could create a village out there.”
Moving homeless individuals to Palmdale and the Antelope Valley will only serve to create new problems for the homeless community in these areas, such as a lack of affordable housing and adequate resources to properly address mental health and addiction issues. Lancaster City Council stated Tuesday night that instead of moving the homeless out of sight, Mayor Bass and the city should focus on providing them with the resources and support needed in their home communities.
“It’s a war we’re going to be engaged in with the City of Los Angeles to prevent this from happening. We’ve worked extremely hard to increase the quality of life for our residents. Mayor Bass’ plan to move the homeless to the Antelope Valley is irresponsible and inhumane,” said Mayor Parris. “Our community will not stand for this. These individuals should not be forced to leave their home communities against their will to an area that is already strained to provide services. The Antelope Valley’s health care system is already overextended and poor people in the Antelope Valley die years, sometimes decades, earlier than those living in Los Angeles.”
Creating a homeless village in the Antelope Valley will negatively impact the surrounding community.
A large homeless population in one area could lead to increased crime and safety concerns and potential damage to property values. This could be a major concern for residents and businesses in the area, and it’s an issue Lancaster has already been struggling to support with its existing unhoused population. There are also serious health concerns for the homeless population who would be moved from a climate ranging from 60-80 degrees annually to the high desert which experiences extreme weather highs and lows.
“Ask yourself, do you want this in your community?! Mayor Bass’ plan is a short-sighted and misguided attempt to solve a complex and challenging issue,” said Mayor Parris. “We must come together as a community and ensure that the city we built isn’t driven into the ground by this attempt to sweep their problem under the rug. She’s looking for an easy way out of a hard problem. Buckle up.”
Mayor Bass’ intended treatment of the homeless community in Los Angeles is chronically hypocritical, beginning with her swearing-in ceremony where she forced the homeless out to make way for Vice President Kamala Harris’ visit.
The Lancaster City Council has declared a state of emergency and is urging immediate action to halt Mayor Bass’ plan.
“We cannot stand by and watch as Mayor Bass and the City of Los Angeles push the homeless out of LA,” said Mayor Parris. “It is time to take action. We will not expose our community and the LA homeless population to this gross humanitarian crisis without a fight.”

1.) Homeless advocates in LA spoke out and told her this was a bad idea back in May. They hold the purse strings, not Karen Bass!
2.) The land is right under the flight path for aircraft at Plant 42 (federal property).
3.) The land is covered with Joshua trees, which have been declared an endangered species by the California State Assembly. No parcel with Joshua trees may be developed.
4.) The area is not zoned for housing and services. When you factor in numbers 1–3, it never will be.

I’ve lived here for 30 years and seen it go from a decent place to a “hell hole”. Restaurants and stores are closing, grocery stores have empty shelves (still). The roads need work and Bass wants to send homeless people here? Why not, they already bused 100’s of illegals here. I saw the buses. All I can say is it’s time to move.

While the whole “homeless invasion” is just the typical Wrecks made up nonsense, the city of Los Angeles does own probably twenty square miles “in” Palmdale…in that it is an ‘island’ of unincorporated county that is completely surrounded by Palmdale. If they wanted to, and there is no indication that they want to, but if they did, they could petition the county for zoning and proceed to build an entire city on that land and there would be nothing for Wrecks to do about it.
For reference, the city of Torrance is about twenty square miles and has a population of about 150,000.

The rents are so high, and rental restrictions like need to make 3x the rent amount a month. There are few that can actually do this. When you have child experiences on top of that with no child support, how can you afford anything? I’m a senior now but back in the early 90s I raised 3 boys on my own and I was homeless for a while. At that time there weren’t as many people as today, therefore programs had funds to help me up a bit. Today they dont exist. No money to help citizens, but special programs to help illegals. People who are not allowed legally. My taxes funded some of these programs. I’m not against helping them, but help the citizens of the community first. Our taxes eventually pays for it.

L.A. has always pushed their people into the antelope valley. If someone was being released from jail, those people were told if you don’t have any place to go. “We can give you a free metro ticket, because lancaster has a free place for you to stay”.

I agree John I have seen the work in progress for housing the homeless here including yes on the boulevard there are still quite a few that hang out at the park on Jackman because they are given meals in the senior center which is another good thing and then the huge facility they built out by the VA Hospital out on I and 30th another great thing and yes there are a lot of homeless being sent here from the LA area but it does take time but there isn’t as many homeless on the streets now as there were a year ago that’s for sure be safe out there John

Have you checked the city charter to see what additional powers the mayor is granted when a state of emergency is declared? My guess is that there is something under the ‘state of emergency’ rules that gave Wrecks control of funds that he normally doesn’t have and with the covid emergency declarations expiring he came up with this just to keep that going.

They own land. If they want to use that land in any particular way, like any other property owner they have to meet whatever zoning requirements are applied by the city or county. The land in question is in the county and outside the city limits, making Wrecks and his ranting completely irrelevant. It seems very unlikely that the county would turn down such an application from the city of LA, since it is actually building housing in an area that is zoned for housing, not the “dumping people in the barren desert” that Wrecks is pretending that it is. So while the answer to all of your questions there is technically “no,” none of them really address the actual situation.

They aren’t. Wrecks is just over-reacting to stir the drama. But the city of LA does own the land that was intended to be the Palmdale regional airport. It runs from about 50th to 100th east between Ave M and Ave Q.

There are no plans to build a homeless campus in Palmdale. Rex is just stirring up fears among people about the homeless. He’s using them as a scapegoat. That’s an old trick used by corrupt leaders. It’s not his first time. Remember when he said residents should carry guns illegally and shoot the homeless if they thought they were robbing them? There was not a rash of homeless people robbing anyone. It was Rex making a scapegoat out of them so people would turn their attention away from his failures. People should be asking what happened to the million dollars the county gave Lancaster for the homeless shelter only to have Rex shut it down. Or why would Rex give a no bid contract to his political friend for a 140 bed housing facility that charges rent when he could have had a refurbished 700 bed facility that didn’t charge rent.

Very good questions. Here’s another: Does the mayor of LA City or the LA City Council have the legal authority to round up a segment of society, on the basis of their housing status, and forcibly relocate them (one could argue that this is also called kidnapping) to another community? People become homeless for many reasons, drugs may not have been the reason for losing their housing but life on the street will drive most of them into drug use. Anyone asking “why” has likely never spent a night on the street, or had to deal with the feelings of depression and uselessness and haven’t wanted to numb those feelings away. Hmmm, you know what makes a homeless LA citizen feel even more depressed and useless? How about boxing then up and shipping them off to the desert?!? Madame Mayor, do your job and find a compassionate solution to homeless human beings. The state is throwing money at it, your duty is to protect and serve the people of your city. Your nightmare of a plan does move of that, find solutions, if you don’t, you’ll just find the streets filled with homeless again! If you don’t feel that you are skilled enough to do the job, there is no shame in admitting that and stepping down. This plan was not part of your campaign strategy, why is that?

So, I actually agree with our major and city manager here in Lancaster and yes where is major Bauhaus (so?). The Antelope has enough room to elevate and solve it’s own homelessness issues. These garbage demoncrats need to have their aces chopped and handed to them on a silver platter for all I care for. Did everyone catch “sanctuary cities”. That means all types of homeless folks, like illegal immigrants from anywhere, not just South America, Latin America. This state has been going into a pit for years, so if we love this bs, then this is what it will be like. We have the capability to not have to develop project like housing, there are plenty of ways to elevate the standard of housing options like; mobile homes, nicer apartment complexes, even do something similar to what the Seasons folks did in W Lancaster. Those houses for lease starting at $2750, craziness, there needs to be a removal of some major housing barrier’s first. I am facing an upward battle trying to get into something affordable and everybody knows that rentals have skyrocketed out of control. So, anyhow, I believe we have enough intelligent citizens who could be a part of the solutions we are in desperate need of right and for about the next 100 years for this state to be “Holden” again.

Reagan hasn’t been governor since 1975. That’s over 45 years ago. Since then, there have been 7 different governors, each of who could have dealt with the “underlying drug & mental illness problem” that you correctly address. That is a legitimate question. During his term Palmdale entered a number of “joint ventures” with Lancaster…all of which benefited Lancaster at Palmdale’s expense. That isn’t “all his fault,” since he was far from the only council member voting for these gifts to the neighbors. In fact in most cases even if he had voted against them the rest of the collaborators would have carried the measure anyway, but still.

Once again, this is Wrecks deflecting attention from his failures as mayor. Crime, poor roads, no bid contracts, lies, boondoggles and an out of control homeless problem that he does nothing with. After getting a million dollars from the County for the homeless shelter, he closes it. He has claimed that 67 homeless people a day were being sent to Lancaster from LA. That is absurd. In one year, it would be over 24,000 people.
Bass can talk all she wants about opening a camp for homeless on land the city of LA owns in Palmdale, but there is this tricky issue of zoning and permits that she is powerless on.
Once again, this is Wrecks being Wrecks and deflecting attention from his failures as mayor. He should just resign and stay in Laguna where he really lives.

Ever since Catholic Charities stopped running the then Lancaster homeless shelter on Yucca St (now a community center), things have gone downhill. The city turned running the shelter to Mr. Baker and Grace Resources. They did well despite not having the funding necessary to do the job. Then, the city wasn’t interested and the shelter was closed and Parris put up the complex by the vets home , supposingly, for the homeless. To be admitted to it, you have to be screened. I guess that leaves 99% of the homeless still on the sidewalk and out in the desert. And then the city wanted to build a homeless shelter away from downtown Lancaster and tax the homeowners. That failed. Now, wait to Bass sends thousands up here and the fun will really begin!

It doesn’t seem like an unsolvable problem when you do the math.. The entire county needs to pitch in and help. There are approximately 40k homeless persons and there are 88 cities in Los Angeles County. If split evenly, each city would be responsible for housing appropriately 454 persons apiece. I’m not a politician, but to me, those numbers seem to be pretty manageable. Get everyone onboard and let’s solve this problem once and for all. Maybe the village could be used as a processing or pre-settlement area of some kind. Idk. But with every city invested to do its part, we can be successful.

She’s talking about BUILDING a shelter on city owned land. The only one pretending that this is about “dumping the homeless in the desert” is Wrecks, who has proven many times to be a lying sack of human waste. The city of LA doesn’t own a piece of land IN the city of LA big enough to build a garage for a matchbox car, so it does make sense that they would look at their property portfolio for large parcels they could use.
Instead of acting the fool like Wrecks it would be great if Palmdale negotiated terms with LA City to say “we approve the building, you pay for it, and our own homeless get priority on X amount of the spaces and services created.” Of course the current council would never offend Wrecks by pointing out what a clown he is, so that won’t happen.

The land that the city of LA owns is in the county. The planning commissions of Lancaster and Palmdale have nothing to do with it, and neither does Wrecks’ and his tantrums.
That said, the thing for Palmdale to do here is partner with the city of LA in a project that LA is going to do anyway so that it benefits our local homeless citizens also. Unlike Lancaster, Palmdale has a good track record for turning affordable housing FUNDS into actual affordable housing and would make a good partner. LA, being LA, can throw in more funding than Palmdale could ever dream of getting on their own, and already owns the dirt. Good for all concerned.

Wouldn’t you petition Los Angeles city meetings to encourage the LA mayor to stop, the Lancaster mayor is already aware as this article states so we would need to petition the people whose plan this is to take responsibility for their homeless people instead of ripping them out of their communities to make themselves look better. We lived near a homeless encampment in the city of West Los Angeles Mar Vista specifically the reason we sold our house of 38 years was to get away from all the crap that there was existing all around us adult son attack twice. Honestly everybody here is complaining about how bad it is here already and it’s just a drop in the bucket compared to what we lived around and saw in West Los Angeles please don’t send them here
